BOND PROJECTS - PROPOSITION A

FACILITIES MASTER PLAN DRAFT
A draft of the LAVC Facilities Master Plan has been created and will now undergo a series of reviews and environmental studies during the spring and summer months.

The recommended plan proposes new and renovated facilities to accommodate a 20 percent projected increase in student enrollment by the end of the decade. Enrollment is expected to climb from 19,000 to 23,000.

New structures in the recommended plan include: Media Arts Center, Library/Learning Resources Center, Allied Health/Sciences Center, Plant Facilities, Sheriff's Office, Computer Business Technology Building, Child Development Center, and Athletics Field House. The current Library will be remodeled to house Student Services.

Existing building renovations include: expanding the North Gym to include the new Disabled Student Physical Education facility; elevator access to the existing rooftop Observatory; all classroom buildings and restrooms (painting, replacing windows, purchasing new furniture, fixtures, and equipment with Œsmart' classrooms); athletics facilities and fields; and administration functions will be coordinated in the Administration Building.

Athletics facility improvements proposed in the recommended plan include: stadium renovation with new turf and an all-weather track; new Field House with restrooms, offices and equipment rooms; relocated practice field with new walking track; new swimming pools; new and refurbished tennis courts; new concession stand; new baseball clubhouse; and relocation of the archery range.

The recommended plan also proposes the following site improvements: preservation of mature landscape elements and development of additional landscaped areas; new outdoor seating areas; changes and enhancements in campus entry and egress and improved distribution of parking spaces; a future gateway to the campus at the NE corner of the intersection of Burbank and Fulton Avenues; relocation of the Historical Museum to the new Library/Learning Resources Center; and utility infrastructure improvements.

DRAFT ENVIRONMENTAL IMPACT REPORT
A Draft Environmental Impact Report (DEIR), which is an extensive study of the environmental effects of implementing the Facilities Master Plan, will be prepared and distributed this spring for public and agency review. The DEIR will encompass air quality, archaeological and historic resources, energy, geology/soils, hazardous materials, water quality, land use, noise, population/housing, public services, transportation and parking, utilities, and visual resources. Responses to the DEIR by citizens and public agencies will be taken into consideration during preparation of the final Environmental Impact Report. The first public scoping hearing was held on campus February 6. The EIR is scheduled to be submitted to the Board of Trustees in September of 2003.

STRUCTURE PROGRAMMING

LIBRARY/LEARNING RESOURCES CENTER: Final programming has been approved. The Space & Work Subcommittee recommended the assigned square footage (ASF) to be 70,802 plus an additional 3,000 square feet for the Historical Museum. Selection for an architect is underway.
MEDIA ARTS: The Space & Work Subcommittee recommended 39,000 ASF. Gonzalez-Goodale has finalized its programming.
ALLIED HEALTH/SCIENCES: Programming has concluded. The Space & Work subcommittee recommended the ASF be increased to 59,830 without the Planetarium.
GYMNASIUM COMPLEX: Final programming documents are under review and on track for approval.
EXISTING BUILDING AND RESTROOM MODERNIZATION: LHA Architectural/Engineering Services is under contract and has begun work.
STUDENT SERVICES CENTER and ADMINISTRATION BUILDING: The Building User Group has been established and programming is underway with Canon Design.
FINANCIAL AID & COMPUTER SCIENCE TRAILERS: Financial Aid was opened to students in January, and Computer Science Information Technology classrooms were opened at start of Spring Session. An Open House is planned.
PLANT FACILITIES: La Canada Design has been selected for programming and architectural/engineering services. Programming begins this month.
ATHLETICS FIELDS & FACILITIES: Canon Design has been selected, and programming begins in March.

CAMPUS IMPROVEMENTS -- PLANT FACILITIES

New Clocks
New clocks have been installed in classrooms and offices on campus as part of an energy saving effort. The new clocks are now self-setting and computerized.

New Snack Bar
The Snack Bar located behind Behavioral Sciences and at the end of the tennis courts has been refurbished. Breakfast and lunch foods are available, as well as hot and cold drinks. Operating hours are Monday-Thursday (7 am-1:30 pm); Friday and Saturday (7:30 am ­ 12:30 pm).

Admissions and Records
A new ergonomic-designed countertop has been installed in the registration area.

Disabled Ramps
The disabled access ramps in the bungalow area are undergoing refurbishment, repairs and painting.
