The sale of general obligation bonds enabled by the passage of Proposition A in 2001 and Propositions AA and 47 in 2003 allows Los Angeles Valley College to construct much-needed new buildings and renovate the rest of the campus to better serve its constituency.

A Building User Group (BUG) was formed for each planned new facility and for the buildings scheduled for modernization. Programming architects assisted the groups with needs assessment and space utilization. The college Space & Work Subcommittee serves as the campus representative through the construction phase of the bond projects.
URS is LAVC's project manager and serves as campus representative for the design and construction phase of the college's bond projects. The company also oversees all consultants, contractors, and the master architect, Berliner and Associates Architecture.
